I wanted to draw a picture like this since september but I didn't found someone or something that could matched my vision, until I saw 'Catching Fire'. Effie's butterfly dress was amazing, and every single Minute I thought they were flying away, but they didn't. So I decided to draw it.

In my mind, Effie represent a typical Capitol-resident, at the time Catching fire is setting in, some of the residents maybe think about over the situation, Capitol and Districts. Like the debating society at the Age of Enlightenmend (18. Century). That's how I see it
